Allow us to create multiple location rules for the same location for a user

We have clients with employees who may go to a country, return, then go back again. Currently, we can't create a second rule for the same location while the initial rule is in place. This is inefficient for our clients who have employees who travel often as we have to then remember/create reminders to add the second rule once the first rule has expired.

Came across this limitation recently. It would be really nice to be able to do this. Adding the location again might be forgotten and we'd prefer not to allow the location from the start of the first visit until the end of the last, if there's more than a couple of days in between.
