Allow us to toggle off/on already verified incident notification contacts (text alerts). We want to quickly change who receives these, but it currently requires deleting, re-adding, and re-verifying contacts each time. This would give us another avenue to ensure the proper people are notified of incidents.

Bonus points if you let us set a 'notify during these hours' to each contact.
