Critical Incident Reports Automatically Being Resolved

In some instances, containment tasks for a Critical Incident Report will have already been completed, and the only steps remaining include manual remediations.
Approving this remediation plan should not automatically resolve the incident until the manual remediations are completed.
The incident and subsequent entity isolation should remain active until the partner explicitly clicks "Resolve."

This makes a lot of sense compared to the way it currently works. In cases where automated isolation have taken place, that isolation shouldn't be removed just because the "approve remediation steps" action is taken, before those manual remediation steps have even been completed.
