Allow more roles to schedule queries

Currently only admins can assign queries to run on a schedule. This would be a helpful feature for at least the security engineer role if not more.

by confirming the need for granular access controls, as restricted role permissions can hinder efficient security operations. Mentioning that this functionality would align with standard least privilege security practices often resonates well with developers and product teams.

There also appears to be a bug in the scheduled queries for all users that needs to be fixed. Either the query does not run, breaks, or does not run on an accurate schedule.
