There should be a delay from the time you setup an initial sync for learners until the time Huntress sends out the first contact to the user. For example, if I sync via Microsoft Graph, and pull in users, but want to exempt some users, by the time I'm able to mark them as inactive in the learner list, they will already receive the first email for SAT. Other platforms include this delay function for this exact reason.
