This is live now! Please go into settings->learners->edit the group for non-english speakers and change language. There is now an option to check a box to apply the language to all existing users as well.
Future notifications will go out in the selected language.

We have added the ability to set a group-wide language preference however it appears to only impact newly created leaners. I'll investigate further tomorrow!
